Who a staffing firm is calling

On the business development side, a staffing or recruiting firm calls the people who open roles and pay to fill them: hiring managers, HR and talent acquisition leads, and operations, plant or warehouse managers who need people on a shift. At a smaller company it's often the owner or the office manager.
